DOAR Program

IDIS has assumed a pioneering role in Brazil to develop and strengthen Social Investment in the Community. That is why, with support from W.K. Kellog Foundation and the IAF – Inter American Foundation, IDIS developed the DOAR Program – Support Program for the Development of Social Investment in the Community.


The DOAR Program, whose objective is to foment Social Investment in the Community, is a pilot project that allowed for the construction of community development methodologies, which, today, comprise the social action technologies used by IDIS.

The principal premise of DOAR is that the management of the private resources of a community for public purposes can be improved if the actors of the community organize into social networks and if local talents and resources are utilized to meet the community’s social needs.

Thus, dispersion and duplication of efforts is avoided and it is possible to collectively draw up an agenda of social priorities to be worked upon.

The proposal of the DOAR Program is based on methodologies of:

  • Organization of social networks with representatives of the private sector, the public sector, and civil society organizations;
  • Training of community leaderships for the role of social development agents;
  • Utilization of local talents and resources to meet the social needs;
  • Support for the creation or strengthening of CPO – Community Philanthropy Organisation. The PASCI is the institution that implements and disseminates the proposals of the DOAR Program through the mobilization and organization of social actors.

As the program’s development process progressed, the concept of Social Networks of Community Development was conceived, and today it is a methodology intrinsic to the action of IDIS in the community.

Today, six CPOs compose the Program:

  • Centro de Apoio ao Desenvolvimento e Investimento Social Comunitário (CADISC)

  • Instituto de Desenvolvimento de Limeira (IDELI)

  • Instituto para o Desenvolvimento do Empreendimento Social Sustentável (Instituto DESS)

  • Instituto GATIS - Gestão e Articulação do Investimento Social

  • Instituto SIM

  • Viva Guarulhos

To improve the CPOs' impact, IDIS has proposed to IAF the DOAR Program extension. In this stage, which has begun in January 2007, the objective is to strengthen the institutional leadership of the organizations; to disseminate IDIS' knowledge acquired through other initiatives; and to promote the relationship and interaction among the CPOs.
