{"id":23626,"date":"2025-01-09T15:51:58","date_gmt":"2025-01-09T18:51:58","guid":{"rendered":"https:\/\/www.idis.org.br\/en\/?p=23626"},"modified":"2025-01-09T15:54:23","modified_gmt":"2025-01-09T18:54:23","slug":"philanthropic-funds-definitions-types-and-how-to-differentiate-them","status":"publish","type":"post","link":"https:\/\/www.idis.org.br\/en\/2025\/01\/09\/philanthropic-funds-definitions-types-and-how-to-differentiate-them\/","title":{"rendered":"Philanthropic Funds: Definitions, types and how to differentiate them"},"content":{"rendered":"<p><i><span style=\"font-weight: 400\">*By Let\u00edcia dos Santos, project analyst at IDIS<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400\">The effort to create a more culturally, socially, and institutionally favorable and fertile environment for philanthropy involves creating structures and mechanisms that can channel philanthropic capital, answering to the motivations and objectives of social investors, while strengthening causes and organizations of public interest.<\/span><\/p>\n<p><span style=\"font-weight: 400\">This is the case of <\/span><span style=\"color: #35398e\"><b>philanthropic funds<\/b><\/span><span style=\"font-weight: 400\">, instruments created for raising and distributing resources which have increasingly become an alternative for companies, civil society and public institutions that seek to act quickly and robustly to minimize damage in emergency situations, unite efforts and enable social agendas, or ensure the<\/span><span style=\"color: #35398e\"><b> sustainability of institutions and causes<\/b><\/span><span style=\"font-weight: 400\"> in a long-lasting way.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Philanthropic funds are created to receive donations, which may come from different sources and which are destined to provide sustainability to causes or to specific organizations. The basic foundation of philanthropic funds is to, on one hand, ensure reliability in the management and resource allocation process and, on the other hand, create, strengthen or diversify the source of resources for socio-environmental ends. Despite this general basis, they can take on<\/span><span style=\"color: #35398e\"><b> different shapes and functions<\/b><\/span><span style=\"font-weight: 400\"> depending on its goals, which may hinder the understanding of what is a philanthropic fund and its different types.<\/span><\/p>\n<p><span style=\"font-weight: 400\">In this article, we propose the classification of philanthropic funds based on their timeframe, dividing them into three types: temporary funds, permanent or continuous funds and endowment funds.<\/span><\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter wp-image-23628\" src=\"https:\/\/www.idis.org.br\/en\/wp-content\/uploads\/sites\/3\/2025\/01\/Miniatura-redes-noticias-site-IDIS-1-1024x576.png\" alt=\"\" width=\"750\" height=\"422\" srcset=\"https:\/\/www.idis.org.br\/en\/wp-content\/uploads\/sites\/3\/2025\/01\/Miniatura-redes-noticias-site-IDIS-1-1024x576.png 1024w, https:\/\/www.idis.org.br\/en\/wp-content\/uploads\/sites\/3\/2025\/01\/Miniatura-redes-noticias-site-IDIS-1-300x169.png 300w, https:\/\/www.idis.org.br\/en\/wp-content\/uploads\/sites\/3\/2025\/01\/Miniatura-redes-noticias-site-IDIS-1-768x432.png 768w, https:\/\/www.idis.org.br\/en\/wp-content\/uploads\/sites\/3\/2025\/01\/Miniatura-redes-noticias-site-IDIS-1-1536x864.png 1536w, https:\/\/www.idis.org.br\/en\/wp-content\/uploads\/sites\/3\/2025\/01\/Miniatura-redes-noticias-site-IDIS-1-500x281.png 500w, https:\/\/www.idis.org.br\/en\/wp-content\/uploads\/sites\/3\/2025\/01\/Miniatura-redes-noticias-site-IDIS-1.png 1920w\" sizes=\"(max-width: 750px) 100vw, 750px\" \/><\/p>\n<p>&nbsp;<\/p>\n<h1 style=\"text-align: center\"><span style=\"color: #35398e\"><b>Temporary funds<\/b><\/span><\/h1>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400\">In general, temporary funds are created to respond to urgent socio-environmental situations. They are designed to act during a determined time frame, aim to <\/span><span style=\"color: #35398e\"><b>answer emergency demands<\/b><\/span><span style=\"font-weight: 400\"> and normally operate as wide fundraising mechanisms as a way to provide an <\/span><span style=\"color: #35398e\"><b>immediate and significant response<\/b><\/span><span style=\"font-weight: 400\">. The creators of these types of funds don\u2019t always have a direct connection with the supported cause or institution but possess strong leadership and great mobilization capacity.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\"><img decoding=\"async\" loading=\"lazy\" class=\"alignleft wp-image-23627\" src=\"https:\/\/www.idis.org.br\/en\/wp-content\/uploads\/sites\/3\/2025\/01\/Como_criar_um_fundo_emergencial-300x300-1.png\" alt=\"\" width=\"253\" height=\"253\" srcset=\"https:\/\/www.idis.org.br\/en\/wp-content\/uploads\/sites\/3\/2025\/01\/Como_criar_um_fundo_emergencial-300x300-1.png 300w, https:\/\/www.idis.org.br\/en\/wp-content\/uploads\/sites\/3\/2025\/01\/Como_criar_um_fundo_emergencial-300x300-1-150x150.png 150w\" sizes=\"(max-width: 253px) 100vw, 253px\" \/>Examples of temporary funds are those created during the COVID-19 pandemic, such as the<\/span> <span style=\"color: #35398e\"><a style=\"color: #35398e\" href=\"https:\/\/www.idis.org.br\/en\/casesidis\/fundo-emergencial-para-a-saude-coronavirus-brasil\/\" target=\"_blank\" rel=\"noopener\"><b>Health Emergency Fund<\/b><\/a><\/span><span style=\"font-weight: 400\">. Created by IDIS, Movimento Bem Maior and BSocial, in 2020, the initiative aimed to strengthen the public health sector\u2019s ability to fight the coronavirus. In seven months, the <\/span><span style=\"color: #35398e\"><b>fund raised BRL 40,4 million<\/b><\/span><span style=\"font-weight: 400\"> (equivalent to about USD 8 million in that year) which were designated to the purchasing of hospital equipment, Personal Protective Equipment (PPE) for health professionals, medications and COVID-19 tests. (To know more, check out the<\/span> <span style=\"color: #35398e\"><a style=\"color: #35398e\" href=\"https:\/\/www.idis.org.br\/publicacoesidis\/como-criar-um-fundo-emergencial\/\" target=\"_blank\" rel=\"noopener\"><b><i>Health Emergency Fund report and how to create an Emergency Fund<\/i><\/b><\/a><\/span><span style=\"font-weight: 400\">, available only in Portuguese).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Temporary funds have also been used to minimize negative impacts caused by <\/span><span style=\"color: #35398e\"><b>climate emergencies<\/b><\/span><span style=\"font-weight: 400\">. The examples include funds created to support and reconstruct the communities impacted by the floods that hit Rio Grande do Sul \u2013 a Brazilian state \u2013 in May of 2024, leaving 497 municipalities impacted and 150,000 people displaced. One of them, called<\/span><span style=\"color: #35398e\"><a style=\"color: #35398e\" href=\"https:\/\/regenerars.org\/\" target=\"_blank\" rel=\"noopener\"><b><i> RegeneraRS<\/i><\/b><\/a><\/span><span style=\"font-weight: 400\">, created by Instituto Helda Gerdau in partnership with Din4mo Lab, despite its temporary nature, aims to support the development of long-term solutions to strengthen the local communities.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Another example is <\/span><span style=\"color: #35398e\"><a style=\"color: #35398e\" href=\"https:\/\/juntospelasaude.org.br\/en\/\" target=\"_blank\" rel=\"noopener\"><b>Together for Health<\/b><\/a><\/span><span style=\"font-weight: 400\">, an initiative of the National Bank for Economic and Social Development (BNDES), managed by IDIS, with the prospect of raising and distributing BRL 200 million until 2026 (approximately, USD$ 32,9 million). The fund acts to expand access to healthcare in the north and northeast regions of Brazil through notices and structured promotion. To that end, it operates through a <\/span><span style=\"color: #35398e\"><a style=\"color: #35398e\" href=\"https:\/\/www.idis.org.br\/en\/2023\/02\/22\/together-for-health-a-matchfunding-initiative-to-strengthen-the-brazilian-public-health-system-sus\/\" target=\"_blank\" rel=\"noopener\"><b>matchfunding<\/b><\/a><\/span><span style=\"font-weight: 400\"> system, in which for every BRL donated by a supporter, BNDES will donate another BRL to the fund.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h1 style=\"text-align: center\"><span style=\"color: #35398e\"><b>Permanent or continuous funds<\/b><\/span><\/h1>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400\">The second type of funds are the permanent ones which aim to <\/span><span style=\"color: #35398e\"><b>enable and strengthen a cause or institution continuously<\/b><\/span><span style=\"font-weight: 400\">. Creators of these types of funds are usually closer related or aligned with the cause in question. Although these causes may be just as complex as those that are supported by temporary funds, they are seen as less urgent. Examples include matters such as equity or equality, democracy and environmental preservation.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">These funds are instrumental in <\/span><span style=\"color: #35398e\"><b>mobilizing a large number of grantmakers<\/b><\/span><span style=\"font-weight: 400\"> or organizations (them being formally recognized legally or not, such as social movements) around the promotion of causes. When it comes to permanent funds, <\/span><span style=\"color: #35398e\"><a style=\"color: #35398e\" href=\"https:\/\/www.idis.org.br\/en\/casesidis\/elas\/\" target=\"_blank\" rel=\"noopener\"><b>ELAS+<\/b><\/a><\/span><span style=\"font-weight: 400\">, <\/span><span style=\"color: #35398e\"><a style=\"color: #35398e\" href=\"https:\/\/fundoagbara.org.br\/en\/\" target=\"_blank\" rel=\"noopener\"><b>Agbara Fund<\/b><\/a><\/span><span style=\"font-weight: 400\"> and <\/span><span style=\"color: #35398e\"><a style=\"color: #35398e\" href=\"https:\/\/english.pactopelademocracia.org.br\/\" target=\"_blank\" rel=\"noopener\"><b>Pacto pela Democracia<\/b><\/a><\/span> <span style=\"font-weight: 400\">are examples of those funds created by civil society initiatives and which are dedicated to social justice.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">As for corporate social investment initiatives, the <\/span><i><span style=\"font-weight: 400\">Fundo de Investimento Social Privado pelo Fim das Viol\u00eancias Contra Mulheres e Meninas<\/span><\/i><span style=\"font-weight: 400\"> from<\/span> <span style=\"color: #35398e\"><a style=\"color: #35398e\" href=\"https:\/\/institutoavon.org.br\/fundo-de-investimento-idealizado-pelo-instituto-avon-e-accor-doou-mais-de-r-800-mil-para-o-acolhimento-de-mulheres-em-situacao-de-violencia\/\" target=\"_blank\" rel=\"noopener\"><b>Avon Institute <\/b><\/a><\/span><span style=\"font-weight: 400\">in collaboration with Accor, represents the transition from a fund initially conceived as a temporary one during the COVID-19 pandemic &#8211; when domestic violence against girls and women increased &#8211; and which became permanent afterward. It became a strategic instrument for the Institute due to its promotion of the defense of women\u2019s fundamental rights.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Not only in temporary but also permanent funds, the resources that compose them are totally distributed to their own philanthropic purposes. This occurs through a continuous flow of financial and programmatic management, with the aim of ensuring the total allocation of the funds raised.<\/span><\/p>\n<p>&nbsp;<\/p>\n<h1 style=\"text-align: center\"><span style=\"color: #35398e\"><b>Endowment funds\u00a0<\/b><\/span><\/h1>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400\">Endowment funds are destined to promote long-term financial sustainability for causes and institutions supported. Unlike temporary and permanent philanthropic funds, its operations are not supported by the use of the funds raised, but instead by the <\/span><span style=\"color: #35398e\"><b>management of these resources to generate earnings<\/b><\/span><span style=\"font-weight: 400\"> which will then be put towards the philanthropic activities of the fund. The goal is to ensure the preservation of the retained wealth to allow periodic withdrawals to support the public interest causes or institutions.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">In Brazil, this mechanism gained strength especially since 2019, with the enactment of the Endowment Fund Law <\/span><span style=\"color: #35398e\"><a style=\"color: #35398e\" href=\"https:\/\/www.planalto.gov.br\/cciviL_03\/\/\/_Ato2019-2022\/2019\/Lei\/L13800.htm\" target=\"_blank\" rel=\"noopener\"><b>(Law 13,800\/2019)<\/b><\/a><\/span><span style=\"font-weight: 400\">, which, as well as creating an institutional and safe environment for its operation, brought visibility for the matter and its importance. In addition, the law also regulated the partnership between the endowment managing organizations and the supported institutions who may be private or public entities.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Major Brazilian endowment funds were founded before the creation of the law, such as the ones from Bradesco Foundation and <\/span><i><span style=\"font-weight: 400\">Funda\u00e7\u00e3o Maria Cecilia Souto Vidigal<\/span><\/i><span style=\"font-weight: 400\">. These funds, created with the goal of building the private social investor\u2019s legacy, are more than 50 years old.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Among other reasons to create an endowment fund are also the promotion of more independence and operational stability for organizations in the long-term, which is the case with the<\/span> <span style=\"color: #35398e\"><a style=\"color: #35398e\" href=\"https:\/\/www.idis.org.br\/en\/about\/promoting-philanthropy-endowment\/\" target=\"_blank\" rel=\"noopener\"><b>Promoting Philanthropy Endowment<\/b><\/a><\/span><span style=\"font-weight: 400\">, created by IDIS to expand the impact of strategic philanthropy and so, promoting more positive social transformations.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">When it comes to public institutions, many of the biggest state and federal Brazilian universities have been building their own <\/span><span style=\"color: #35398e\"><a style=\"color: #35398e\" href=\"https:\/\/www.idis.org.br\/en\/social-impact-projects\/endowments\/\" target=\"_blank\" rel=\"noopener\"><b>endowment funds<\/b><\/a><\/span> <span style=\"font-weight: 400\">with the goal to promote even greater academic excellence through university extension projects, support for students sustainability in classes and other initiatives, such as the <\/span><span style=\"color: #35398e\"><b>USP Endowment Fund<\/b><\/span><span style=\"font-weight: 400\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Although philanthropic endowment funds can be divided into different types, in reality, many organizations use a combination of permanent and long-lasting funds for their projects and operations, meanwhile, temporary funds can, eventually, transform into permanent or long-lasting ones.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Therefore, the first thing to be determined when structuring a fund is its purpose: <\/span><span style=\"color: #35398e\"><b>what is the goal for the mobilized resources?<\/b><\/span><span style=\"font-weight: 400\"> From this definition, one is able to outline the possible management and allocation of these resources to achieve the established philanthropic goal, comprehending the origins of those resources and the stakeholders involved in this
